In the morning of November 27, in Hanoi, the Ministry of Finance, Vietnam Chamber of Commerce and Industry (VCCI) held a dialogue on the tax and customs administration with the participation of hundreds enterprise.
Over the past years, the Ministry of Finance has been the main agency that has always approached and closely followed enterprises to bring about administrative reform in line with the practical situation.
Over the past time, the tax industry has applied information technology (IT) in the implementation of tax administrative procedures and obtained a lot of good results, however, the application of IT is not synchronous and comprehensive. According to the opinions of the enterprises, the software supporting tax declaration is still not fully tax declaration forms, reports, registered with the tax authorities, forms 06 / GTGT, 08-MST. Enterprises should be upgraded and added software to more suitable.
At the conference, Cao Anh Tuan – Deputy Director General of General Department of Taxation introduced some recently published tax documents such as consolidated documents guiding the implementation of VAT Law No. 13/VNHN-BTC dated 15 May 2017; Decree No. 20/2017/ND-CP regulating tax management for enterprises having associated transactions, decrees guiding the implementation of a number of articles of law.
It is worrisome that most Vietnamese enterprises are small and medium enterprises or micro-enterprises, there is no professional accounting department and most do not update the new tax regulations. Therefore, the Ministry of Finance proposed to make simple regulations, specifically, close to the business so that the new rules are applied more effectively. The chairman of the Tax Consultancy Association, Nguyen Thi Cuc, said that it is necessary to develop more tax agent network as it is a powerful arm to help tax authorities and enterprises to approach each other.
At the conference, the Deputy Minister of Finance had an assessment of the Ministry’s contribution to implementing many measures to improve the business environment. In the field of taxation, 300 procedures have been reviewed, over 600,000 electronic tax returns have been received, 43 million electronically filed tax returns and 46 commercial banks have linked electronic taxes. In the field of customs, the Ministry has deployed electronic portals at customs offices, over 8.86 million declarations processed on the VNACSS / VCIS system.
Throughout the conference, the Enterprises and Ministries have comments to contribute together to complete tax procedures in enterprises, creating solutions to help the enterprise can reach and update the new regulations in time. At the conference, the General Department of Customs and representatives of the Ministry of Finance also answered satisfactorily the difficulties of the enterprise on Tax and Customs Administration Policies.
